What to Do When You Receive an NCAP Notice of Violation

With the No Contact Apprehension Policy (NCAP) set to resume in Metro Manila on October 5, 2026, motorists should familiarize themselves with the proper procedures for receiving, verifying, and responding to a Notice of Violation (NOV).

Local government units (LGUs) send official NCAP notices by physical mail or courier to the registered owner’s address on file with the Land Transportation Office (LTO). Treat any text message, email, or messaging app notification claiming an NCAP violation and containing a payment link as a potential scam.

Additionally, motorists should avoid clicking suspicious links or sharing personal information, bank details, e-wallet credentials, or one-time passwords (OTPs) in response to unsolicited messages.

Check the details of the Notice of Violation

Upon receiving an NOV, motorists should carefully review the information provided, including the date, time, and location of the alleged violation, the specific traffic offense, and also the corresponding fine based on the standardized rates outlined in the Metro Manila Traffic Code of 2023 (Single Ticketing System). The notice includes screenshots of the incident and a QR code that motorists can scan with their mobile phone camera to view video footage of the alleged violation.

Pay only through official channels

Motorists who acknowledge their violations may follow the payment instructions in the NOV. They can scan the designated QR code to access authorized online payment methods and conveniently settle their fines.

The public should use only official LGU payment channels and also avoid clicking payment links sent through unsolicited text messages, emails, or private messages.

Moreover, if motorists fail to pay the fine or file a formal protest within 10 working days of receiving the NOV, the LTO will place an alarm on the vehicle’s record. This alarm prevents them from renewing the vehicle’s registration, transferring ownership, or processing other LTO transactions until they resolve the violation. Motorists can still pay the fine after the LTO places the alarm.

Right to Contest a Violation

Furthermore, motorists who believe they have valid grounds to contest a violation may file a formal protest in person or online by scanning the QR code on the NOV or visiting the LGU’s NCAP portal. They must file the protest within 10 working days of receiving the NOV to avoid triggering an LTO alarm on the vehicle. Motorists should also prepare the necessary supporting documents and follow the portal’s submission requirements.

Keep vehicle registration records updated

Motorists should also keep their vehicle registration details and addresses up to date with the LTO. Buyers of secondhand vehicles should officially transfer ownership and ensure that records reflect their current details. Updating these records helps the LTO deliver official notices to the right recipients and also reduces the risk of missed notifications.

By understanding the NCAP process, using authorized payment and protest channels, and further staying alert to scams, motorists can protect themselves and fulfill their responsibilities on the road. They should also follow traffic regulations at all times to promote safer, more disciplined, and responsible road use.
